Programme Officer - ARTICLE 19 Bangladesh - Dhaka

Job Description / Responsibility
Duration: 18 months with possibilities of extension
The Programme Officer will be responsible for supporting the monitoring and implementation of our project “Access to Information for Greater Participation and Government Accountability: Bangladesh” under the supervision of the Director ARTICLE 19 Bangladesh/ Project Manager, and in cooperation with our partner organisations.
S/he will be responsible for providing programme support, ensuring high standards of programme implementation through monitoring the branding, quality and timeliness of project deliverables and effective programme reporting.
Programme Support: Facilitating implementation of the project:
With guidance from the Director, organisation and delivery of assigned project components ;
Assisting the Director in programme planning, development of monitoring, impact assessment advocacy frameworks and tools for the programme;
Support the ARTICLE 19 Bangladesh Director in advocacy and lobbying efforts aimed at various stakeholders in the government, donors, potential partners, civil society and other NGOs;
Assist the Director in coordinating high profile media coverage for the ARTICLE 19 Bangladesh and its’ projects including both print and electronic media management, press invitations, press release and press conferences;
Programme Reporting : Support the production of high quality reporting, submission of proposals and programme related input for various stakeholders by:
Assisting the Director in the production of high quality and informative reports for donors and internal reporting;
Coordinating the timely reporting of quarterly and other reports from the partners;
Ensuring partners narrative reports’ provide detailed information on implementation of activities including translations where necessary, quantitative and qualitative data;
Contributing to the submission of new proposals by assisting in the preparation of concept notes, appraisal notes, proposals and other associated documentation as necessary;
Contributing to project evaluation processes through appropriate provision of various reports and documentation;
Programme Monitoring:
Assessing and monitoring the branding, quality and timeliness of project deliverables including publications, reports, documentations, videos, newsletters, promotional and campaign materials and translations and advise the director accordingly;
Coordinating ARTICLE 19 programme monitoring visits to project areas, and be responsible for the planning, logistics of all visits; and coordination of meetings with project staff;
Contributing to project monitoring by monitoring the implementation of assigned field based activities, provide support where necessary and resolve implementation issues with direction from the director and in discussion with partners ;
Assist in the preparation, monitoring and revision of activity plans for the project and partners;
Contributing to the overall work of ARTICLE 19, including:
Contributing to general ARTICLE 19 campaigns and to cross-learning initiatives with other regional/thematic programmes, and
Contributing to overall ARTICLE 19 Bangladesh policies, strategies and programme development processes;

Educational Requirements
Master, preferably in Law, Development Studies and/or any other Social Sciences

Experience Requirements
8 to 10 year(s)

Additional Job Requirements
Minimum 8 - 10 years experience in a national and/or international NGO;
Proven experience of work as project coordinator, programme development and/ or in advocacy officer;
Experience of managing partners, research and field based activities;
Sound knowledge of the internet, networking, and high level of report writing and communication skills;
